Stats SA will on Tuesday release its non-financial census on municipalities for the year that ended in June 2015. This as political parties intensify their efforts to woo voters ahead of the August local government election.

The census measures several aspects of service delivery including, water, electricity, sewage and sanitation and solid waste management. The statistics also include the number of household using bucket toilet system.

The 2014 census had found that about 22% of the households that consumed electricity received it as a free service. It also found that from 2013 to 2014 there had been a decrease in the use of bucket toilet systems provided by municipalities in Western Cape, Eastern Cape and Free State but an increase in North West Mpumalanga and Northern Cape.

Western Cape also had the highest proportion of consumer units that benefited from free basic sewerage and sanitation , followed by Eastern Cape and then Gauteng . The province with the lowest proportion was Mpumalanga, followed by North West and then Free State.
