Smaller parties draw up guideline document for possible coalitions

United Democratic Movement (UDM) leader Bantu Holomisa says smaller parties have drawn up a guideline document for talks with the Democratic Alliance (DA) and African National Congress (ANC) about possible coalitions.

He says his party met with the United Front, FF Plus and COPE earlier this week.

This affects mainly the Nelson Mandela Bay Metro, where the DA won 47% of votes in last week’s municipal elections, but needs the support of small parties to govern outright.

The ANC received 41% of the vote in the Metro and the Economic Freedom Fighters (EFF) 6%.

Holomisa explains the dynamics of coalition talks, which also affect other hung metros:

“The truth of the matter is that the three big parties need to be given the space to negotiate amongst themselves, but the EFF has made it clear that it would like to work with the small parties as we normally do in parliament. I got the same message from Maimane.”

“Therefore we decided as small parties to draw up a guide document which would guide us as to what kinds of demands we put and if we negotiate we will put those demands to the ANC or DA. If they agree then we agree on who is going to sponsor to implement those programmes,” adds Holomisa.

If as a political party you are not in charge of the metro, your political power is hollow

In the Johannesburg and Tshwane Metros, the EFF is the kingmaker between the DA and ANC.

Political parties have until next Saturday to form coalitions that will give them the required numbers to lead.

Political analyst Herbert Maseremule says, “The ANC must establish that connection with the middle class otherwise if it doesn’t do that, the metros will slip through its finger forever and that will actually mark the demise of the ANC in a sense that, if you check at the resources that the metro commands. In total they could go to R250 billion.”

“That’s a lot of money and everybody wants to be in charge of that amount of resources. If as a political party you are not in charge of the metro, your political power is hollow.”
