{"id":967850,"date":"2024-06-02T15:49:30","date_gmt":"2024-06-02T15:49:30","guid":{"rendered":"http:\/\/localhost:8888\/dm-simulator-v2\/?p=967850"},"modified":"2024-06-02T15:49:30","modified_gmt":"2024-06-02T15:49:30","slug":"jittery-markets-struggle-with-south-africa-coalition-puzzle","status":"publish","type":"post","link":"https:\/\/elections.sabc.co.za\/elections2024\/jittery-markets-struggle-with-south-africa-coalition-puzzle\/","title":{"rendered":"Jittery markets struggle with South Africa coalition puzzle"},"content":{"rendered":"<p><span class=\"rt-reading-time\"><span class=\"rt-label rt-prefix\">Reading Time: <\/span> <span class=\"rt-time\">4<\/span> <span class=\"rt-label rt-postfix\">minutes<\/span><\/span><\/p>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" data-testid=\"paragraph-0\">The prospect of South Africa\u2019s first coalition government of the post-apartheid era is likely to keep markets jittery for months, but the weakened African National Congress (ANC) party could soothe some nerves by seeking a deal with the pro-business Democratic Alliance (DA), investors say.<\/div>\n<div data-testid=\"paragraph-0\"><\/div>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" data-testid=\"paragraph-1\">South Africa\u2019s currency and bonds fell as election results showed the ANC\u2019s vote share, opens new tab tumbling to 40% with over 97% of polling stations counted \u2013 far short of a majority.<\/div>\n<div data-testid=\"paragraph-1\"><\/div>\n<div data-testid=\"paragraph-1\">\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" data-testid=\"paragraph-2\"><a href=\"https:\/\/www.sabcnews.com\/sabcnews\/preliminary-results-show-anc-losing-70-seats-in-national-assembly\/\" target=\"_blank\" rel=\"noopener\">The ANC had been forecast to lose its majority with final results expected to be released on Sunday.<\/a> But the scale of the losses has blown the door wide open for a myriad of political outcomes that could shape the economic and fiscal trajectory of Africa\u2019s most industrialised nation for years to come.<\/div>\n<div data-testid=\"paragraph-2\"><\/div>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" data-testid=\"paragraph-3\">\u201cWe are right in the area of most uncertainty in term of what the make-up of the government is going to be,\u201d says Kieran Curtis at asset management firm abrdn in London.<\/div>\n<\/div>\n<div data-testid=\"paragraph-3\"><\/div>\n<div data-testid=\"paragraph-3\">\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" data-testid=\"paragraph-4\">\u201cThe ANC have been very, very seriously kicked.\u201d<\/div>\n<div data-testid=\"paragraph-4\"><\/div>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" data-testid=\"paragraph-5\">Markets were swift to react. The rand has weakened 1.7% from pre-election levels, briefly touching a five week low on Friday.<\/div>\n<div data-testid=\"paragraph-5\"><\/div>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" data-testid=\"paragraph-6\">International bonds lost as much as two cents, with some longer-dated maturities trading below or close to the 70 cents in the dollar mark below which debt is considered distressed.<\/div>\n<div data-testid=\"paragraph-6\"><\/div>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" data-testid=\"paragraph-7\">And the cost of insuring exposure to South Africa\u2019s international debt spiked to levels last seen in April, as did yields on domestic bonds.<\/div>\n<\/div>\n<div data-testid=\"paragraph-7\"><\/div>\n<div data-testid=\"paragraph-7\">\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" data-testid=\"paragraph-8\">Key now will be coalition talks, with investors trying to assess the implications of the various\u00a0combinations.<\/div>\n<div data-testid=\"paragraph-8\"><\/div>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" data-testid=\"paragraph-9\">Potential partners for the ANC are the centre-right Democratic Alliance (DA), the far-left Economic Freedom Fighters (EFF) party, or former\u00a0President Jacob Zuma\u2019s newly-formed uMkhonto weSizwe (MK) party, in second place and a surprise strong performer in the ballot.<\/div>\n<div data-testid=\"paragraph-9\"><\/div>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" data-testid=\"paragraph-10\">\u201cThe DA obviously is the favourite choice for investors,\u201d says Ray Jyan, London-based portfolio manager at Europe\u2019s largest asset manager Amundi, adding an agreement on such a coalition could spark a rally in South African assets.<\/div>\n<\/div>\n<div data-testid=\"paragraph-10\"><\/div>\n<div data-testid=\"paragraph-10\">\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" data-testid=\"paragraph-11\">\u201cThe DA has proven to be very efficient in terms of execution of policies and in terms of anti-corruption as well\u2026 They (the ANC, President Cyril Ramaphosa)\u00a0have a decent plan in terms of reform, the problem is always execution.\u201d<\/div>\n<\/div>\n<div data-testid=\"paragraph-11\"><\/div>\n<div data-testid=\"paragraph-11\"><strong>Combinations <\/strong><\/div>\n<div data-testid=\"paragraph-11\"><\/div>\n<div data-testid=\"paragraph-10\">\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" data-testid=\"paragraph-12\">Other combinations will be more challenging for investors.<\/div>\n<div data-testid=\"paragraph-12\"><\/div>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" data-testid=\"paragraph-13\">\u201cThe reality is if we do end up with an ANC-EFF or ANC-MK (coalition) there will be initial market jitters,\u201d says Mandisa Zavala, head of asset allocation at financial firm Alexforbes in Johannesburg, predicting this could spark an outflow from government bonds and pressure on the currency.<\/div>\n<div class=\"article-body__element__2p5pI\"><\/div>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" data-testid=\"paragraph-14\">The stakes are high, as the new government will have to tackle long-term\u00a0problems,\u00a0with South Africa\u2019s economic growth averaging just 0.8% since 2012, unemployment among the highest in the world, and power cuts ever present.<\/div>\n<div data-testid=\"paragraph-14\"><\/div>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" data-testid=\"paragraph-15\">But any form of coalition is likely to bring uncertainty, with investors particularly worried that the concessions involved in forging a deal could lead to a ramp up in spending.<\/div>\n<div data-testid=\"paragraph-15\"><\/div>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" data-testid=\"paragraph-16\">\u201cOur projections are for debt to continue increasing. If there is a coalition or minority government for which various preferences for spending have to be accommodated, that may result in further spending pressure,\u201d says Dennis Shen, Berlin-based senior director for sovereign and public sector at ratings agency Scope.<\/div>\n<div data-testid=\"paragraph-16\"><\/div>\n<div class=\"text__text__1FZLe text__dark-grey__3Ml43 text__regular__2N1Xr text__small__1kGq2 body__full_width__ekUdw body__small_body__2vQyf article-body__paragraph__2-BtD\" data-testid=\"paragraph-17\">\u201cThe governability of South Africa may become even more difficult compared to the single-party rule.
